Job Purpose
The Programme Support Officer will contribute significantly to the development and design of IOM Burundi's programmes and projects. This role involves documenting and recommending relevant project opportunities, and is crucial for generating comprehensive project reports for the Country Office. The officer will work under the overall supervision of the Chief of Mission and the direct supervision of the Project Development and Support Unit Coordinator, ensuring close coordination with Programme Managers, Regional Thematic Specialists, and Headquarters departments. The position aims to enhance the effectiveness and efficiency of project development and implementation, aligning with IOM's mandate to promote humane and orderly migration.
Responsibilities
Key responsibilities include supporting and coordinating project development activities by providing technical inputs and drafting funding proposals. The role involves preparing periodic reports on programme delivery, including donor reports, and ensuring timely, high-quality submissions. The officer will draft internal progress analyses, contribute to programme monitoring, and document significant decisions or deviations to help mitigate risks. Facilitating systematic knowledge management through data collection, processing, and analysis is also a core duty. Additionally, the position requires maintaining internal liaison and providing administrative support to ensure coordinated programme support, preparing presentations and materials for meetings, and assisting in capacity building for mission staff on project development tools and portals.
Work Experience
Required experience includes supporting project development and management, reporting, and communications. Candidates should have experience in coordinating, implementing, analyzing, and evaluating humanitarian, development, and/or migration management programmes. Experience in supporting programme management, including budget planning, monitoring, and evaluation, is also necessary, as is experience liaising with governmental authorities and national/international institutions.
Skills
Essential skills include knowledge of UN, IOM, and NGO mandates and programmes in humanitarian response, IDPs, and development. Demonstrated coordination and communication skills (written and verbal) are crucial, as is a high level of expertise in project implementation and knowledge of monitoring and evaluation. Strong communication skills with government partners and donors are required. Understanding migration-related issues in Burundi is desirable.
