The Consultant will support infrastructure repair and reconstruction projects in Poltava and Sumy oblasts, Ukraine, under agreements with KfW. This role contributes to the Shelter and NFI Unit within IOM Ukraine.
Job Purpose
The Consultant's purpose is to provide technical expertise for IOM's infrastructure projects focused on repairs, reconstruction, overhaul, and construction of various facilities. This includes supporting projects like the "Hromada Reconstruction and Empowerment Facility" (HREF) and "Economic Integration of Internally Displaced People and Persons affected by Conflict" (Livelihood +). The role involves technical assessments, preparing scopes of work, and monitoring rehabilitation activities to improve living conditions and economic independence for conflict-affected populations in Poltava and Sumy oblasts.
Responsibilities
Key responsibilities include conducting field visits for technical assessments of repair needs for diverse infrastructure types. The Consultant will draft Bills of Quantities, Bills of Materials, and necessary engineering drawings, adhering to IOM standards and national legislation. They will assist in coordinating procurement processes by reviewing construction-related documents and perform quality, timeline, and cost control for ongoing works. Monitoring on-site activities, ensuring safety and donor visibility, and documenting progress and changes are crucial. The role also involves supporting administrative coordination, liaising with internal and external parties, ensuring proper document filing, and upholding IOM's PSEA policy.
Work Experience
Required: Experience in construction engineering and contract management. Experience in technical supervision of construction/reconstruction/overhaul projects. Experience in planning and implementing civil design construction and WASH projects. Experience with NGOs/international organizations is advantageous.
