Organizational Context
The International Organization for Migration (IOM), a UN-related agency since 1951, promotes humane and orderly migration. In Armenia, IOM supports the development of a comprehensive Migration Strategy and enhances capacity for migration data monitoring and governance. This role contributes to the "Strengthening Migration Data in Armenia" project, aiming to establish an efficient system for migration and temporary mobility data.
Job Purpose
This consultancy aims to enhance Armenia's capacity to monitor the Global Compact for Migration (GCM) implementation and strengthen overall migration governance. The project focuses on establishing a cohesive and efficient system for migration and temporary mobility data. The consultant will support state institutions, particularly ArmStat and the Migration and Citizenship Service, in adopting standardized methodologies aligned with international standards. Key outputs include developing unified data collection methodologies, building agency capacity through gender-sensitive training, improving data production and usage for GCM reporting, and establishing a national data exchange coordination framework. The role is crucial for advancing evidence-based policymaking and effective migration governance in Armenia.
Responsibilities
The Local Consultant will support desk research on Armenian migration data policies and resources, and assist the International Consultant in stakeholder consultations, including interviews and focus groups. Responsibilities include cleaning and analyzing collected information, producing draft narrative reports on focus group findings, and supporting the development of a training curriculum on migration data collection and sharing with case studies. The consultant will also deliver training sessions as per the developed curriculum and provide periodic reports on activity implementation and results achieved, ensuring all assignments meet established deadlines.
Work Experience
A minimum of 5 years of proven experience in national policy development, particularly in migration data management, is required. Experience in EU or EU candidate countries is a strong asset. Previous experience in developing migration data management frameworks in Armenia or EU/candidate countries is beneficial. Experience working with public administrations, NGOs, local authorities, and international organizations or UN agencies is also advantageous.
