Job Purpose
This role supports IOM's emergency programming in Haiti by coordinating and implementing Mental Health and Psychosocial Support (MHPSS) activities. The consultant will provide technical guidance, oversee MHPSS projects, and contribute to the development of strategies to expand and improve services for internally displaced persons (IDPs), migrants, and vulnerable communities. The purpose is to strengthen support systems, build community resilience, and ensure culturally appropriate care in a context of escalating humanitarian crisis, limited mental health access, and widespread trauma. The role is crucial for mainstreaming MHPSS across IOM interventions and enhancing the well-being of affected populations.
Responsibilities
The Mental Health and Psychosocial Support (MHPSS) Consultant will coordinate and implement MHPSS activities within IOM's emergency programming in Haiti, under the supervision of the Protection Coordinator. Key responsibilities include providing technical guidance to the MHPSS field team and partners, overseeing operational and programmatic aspects of MHPSS projects, and contributing to the development of new strategies to expand services for vulnerable populations. The consultant will ensure MHPSS is mainstreamed across IOM interventions, provide programmatic and financial oversight to partners, and support capacity-building initiatives for the Ministry of Health and Health Cluster partners, focusing on suicide prevalence and awareness campaigns. Monitoring national MHPSS developments, liaising with relevant agencies, acting as the MHPSS focal point for IOM Haiti, and contributing to funding proposals and reporting are also essential duties.
Work Experience
Required experience includes humanitarian affairs and/or development related to migration, refugees, and IDP issues, with increasing responsibility and field experience preferred. Experience liaising with government authorities and institutions, project management, and MHPSS programming in emergency or post-conflict settings is essential. Solid knowledge of Protection coordination mechanisms is also necessary.
Skills
Strong planning and coordination skills. Excellent interpersonal and communication abilities, with capacity to work in multicultural settings. Ability to communicate practical knowledge on Protection and MHPSS issues. Demonstrated analytical, writing, and reporting skills. Proficiency in MS Excel, Word, and PowerPoint. Fluency in French and English is required.
