Organizational Context
The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. This role contributes to the Mobility Tracking Matrix (MTM) program in Kyrgyzstan, funded by the EU and Swiss Agency for Development and Cooperation. MTM, adapted from IOM's global methodology, tracks and monitors displacement and population mobility to enhance understanding of human mobility trends, needs, and vulnerabilities within Kyrgyzstan.
Job Purpose
This consultancy role supports the IOM's Mobility Tracking Matrix (MTM) program in Kyrgyzstan by conducting essential data collection activities. The purpose is to gather comprehensive information on migration patterns, needs, and vulnerabilities across the country, aligning with the National Action Plan for Migration Policy. Through surveys and interviews, the enumerator will contribute to a better understanding of human mobility, supporting evidence-based policy-making and program development. The data collected will be crucial for enhancing IOM's understanding of various mobile populations, whether on-site or en route, and will be utilized in assessments such as the Baseline Mobility Assessment (BMA), Return Migrant Survey (RMS), and Potential Migrants Survey (PMS).
Responsibilities
The enumerator will conduct Key Informant Interviews (KIIs) with community leaders, religious figures, diaspora representatives, and migrant groups, or individual face-to-face interviews (IIs) with returned or potential migrants. Responsibilities include ensuring data accuracy and completeness, conducting follow-up interviews, taking photos with consent, and developing narrative reports and migrant stories. The role requires strict adherence to IOM guidelines, including data confidentiality, security, and ethical principles, ensuring informed consent and respecting privacy. Additionally, the enumerator will develop fieldwork plans, coordinate with supervisors, prepare necessary equipment, establish community relationships, validate information, maintain activity records, and submit completed data through the KOBO platform.
Work Experience
A minimum of two years of experience is required in conducting community and household assessments and surveys. Knowledge of the relationship between migration and development is beneficial. Prior experience working with international organizations or UN agencies is an advantage.
Skills
Good interpersonal skills, solid judgment, decision-making ability, initiative, creativity, cultural and gender sensitivity. Good knowledge of the migration and development concept. Familiarity with IOM's mandate.
