Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. This Human Resources Officer role operates within IOM's Global Shared Services Centre (GSSC), reporting to the Chief of the HR Hub and Head of the HR Administration Unit. Job Purpose
The Human Resources Officer is responsible for delivering standardized, efficient, and client-oriented HR services within IOM’s global shared services model. This role supports multiple country offices and organizational units by ensuring the timely, accurate, and compliant execution of HR processes. The incumbent will adhere to IOM policies, delegated authorities, service level agreements, and internal control frameworks. A key aspect of the role involves actively contributing to process harmonization, continuous improvement initiatives, and the effective utilization of systems to enhance service delivery across the organization, ensuring operational effectiveness and quality.
Responsibilities
The Human Resources Officer will lead the systematic review, redesign, and streamlining of HR processes within the GSSC to ensure consistency, efficiency, and scalability. This includes identifying opportunities for automation and standardization, defining and documenting Key Performance Indicators (KPIs) and Service Level Agreements (SLAs), and monitoring process performance for continuous improvement. The role involves assessing policy implications, reviewing and documenting delegation of authority, and mapping system implications for HR processes. Responsibilities also include leading the standardization of HR templates, drafting and maintaining Standard Operating Procedures (SOPs), and developing revised approval frameworks. Coordination with other HR stakeholders to promote synergies and avoid duplication is essential for harmonizing processes and tools across the organization.
Work Experience
Required experience includes administration of staff contracts, entitlements, interpretation of regulations, and HR guideline development. Previous experience in an international organization is advantageous, while prior experience in Global Shared Services Centres is highly desirable. Familiarity with the UN common system or similar systems is also beneficial.
Skills
Ability to prepare clear and concise reports. High degree of computer literacy, including AI tools.
