Job Purpose
The Programme Coordinator (Protection) is responsible for managing, implementing, coordinating, and monitoring IOM Country Office’s protection, Mental Health and Psychosocial Support (MHPSS), and migrant protection and resettlement projects. This role ensures the centrality of protection in all operations, working within humanitarian, transition, and development contexts. The coordinator will collaborate with the Protection Cluster, government counterparts, and relevant working groups to mainstream protection across the mission and support other units with expertise, particularly focusing on Accountability to Affected Populations (AAP). The position aims to secure individual and group rights and foster a society where these rights are recognized and upheld, contributing to IOM's mission of promoting humane and orderly migration.
Responsibilities
The Programme Coordinator (Protection) will develop and implement IOM South Sudan’s protection strategy, ensuring adherence to IOM policies and standards. This includes leading protection activities, contributing to resource mobilization, project development, monitoring, and reporting. The role involves strengthening the country office's capacity in areas such as protection monitoring, GBV, counter-trafficking, case management, MHPSS, and community-based protection. Responsibilities also include managing projects and budgets, ensuring accurate information management and M&E, and providing technical guidance. The coordinator will lead protection mainstreaming efforts, focusing on AAP and integration with durable solutions, peacebuilding, and social cohesion. They will analyze the protection landscape, represent IOM in coordination forums, develop advocacy materials, and mentor staff. Collaboration with regional and headquarters teams is essential, along with undertaking duty travel for program oversight and development.
Work Experience
Experience is required in migration, internally displaced persons (IDPs), and protection. Proven expertise in implementing and coordinating specialized protection programming, including general protection, GBV prevention/response, and counter-trafficking through case management and community-based initiatives, is essential. Demonstrated experience in protection mainstreaming, including training and measurement, is also necessary. Experience in protection information management, analysis, or monitoring is an asset, as is experience with cash-based interventions and working in South Sudan or the region.
Skills
Sound understanding of complex social-political environments. Knowledge of global standards in Protection, GBV, Child Protection, Counter-trafficking, Protection Mainstreaming, and Information Management. Familiarity with South Sudan and regional dynamics. Proficiency in the project management cycle. Ability to work effectively with local authorities, stakeholders, and beneficiaries. Excellent report writing, managerial, and organizational skills. Advanced computer literacy.
