Job Purpose
The Programme Officer (Migrant Protection) is responsible for managing, coordinating, and overseeing the Protection programme in IOM Türkiye's Country Office, with a specific focus on migration management. This role involves leading the implementation of protection programming aligned with IOM standards and national priorities. Key functions include providing policy and technical guidance to counterparts on protection-sensitive return and reintegration, counter-trafficking, and child protection. The officer will also deliver capacity-building initiatives, conduct research, oversee direct assistance and case management for vulnerable migrants, and ensure the effective, protection-sensitive implementation of AVRR programming, including reintegration assistance and referral mechanisms.
Responsibilities
The Programme Officer will manage and oversee Migrant Protection programming and projects, providing technical support and ensuring administrative, operational, and financial oversight. This includes guiding and supervising protection staff, fostering strong relationships with government and humanitarian partners, and identifying program priorities for new project development. The role involves ensuring alignment with IOM policies and donor requirements, monitoring progress, and overseeing reporting and evaluation frameworks. The officer will also coordinate the development of communication materials, contribute to the country programme strategy, and represent IOM in relevant meetings. Capacity building of staff through training and mentorship, development of SOPs, and data management are also key duties. National and international travel may be required for coordination and support.
Work Experience
Required experience includes programme conceptualization, development, monitoring, reporting, and evaluation. Experience in programme development, capacity building, and liaising with governmental and international institutions is essential. Demonstrated experience managing complex AVRR programs, including counter-trafficking and child protection, and applying protection mainstreaming in operational contexts are also necessary.
Skills
Key skills include familiarity with financial and business administration, a strong understanding of migration issues, knowledge of UN and donor programming, and excellent leadership, coordination, and information management abilities. Proficiency in establishing and maintaining working relations with government counterparts and international organizations, conceptualization, analytical and writing skills, and strong communication and interpersonal skills are also vital.
