Job Purpose
This consultancy aims to lead the development of gender- and age-sensitive minimum regional standards and common protocols for transitional rehabilitation (TR) for individuals disengaging from Boko Haram and related armed groups in the Lake Chad Basin region. The role supports the Special Multi-Partner Delivery Fund (SMDF) Component 2, focusing on harmonized policies and practices for Disarmament, Demobilization, Rehabilitation, Reinsertion, and Reintegration (DDRRR). The consultant will drive a participatory process, ensuring government ownership and alignment with the Regional Strategy for Stabilization, Recovery and Resilience (RS-SRR), contributing to a Regional Transitional Justice Policy. The goal is to improve the quality, alignment, and consistency of rehabilitation interventions, fostering effective reintegration and reconciliation.
Responsibilities
The consultant will conduct an analytical desk review of existing DDRR and rehabilitation frameworks, identifying gaps and opportunities for harmonization. This includes reviewing national and regional policies, principles, and outputs. The role involves leading national-level consultations with diverse stakeholders, including government ministries, UN entities, NGOs, community representatives, and former associates, ensuring age and gender considerations are integrated. A key responsibility is drafting minimum regional rehabilitation standards and protocols, aligning them with relevant regional, national, and international frameworks, including Human Rights law, and developing practical implementation guidance. The consultant will also facilitate a regional validation workshop to gather feedback and finalize the standards and protocols for dissemination, ensuring coherence with broader DDRR efforts and integrating data management and communication strategies.
Work Experience
Requires at least 7 years of professional experience in DDR, peacebuilding, transitional justice, or human rights. Demonstrated experience in drafting policy guidance, SOPs, or standards for DDR processes is essential. Proven experience in multi-country consultations and high-level facilitation, preferably in conflict-affected settings like the Lake Chad Basin region, is also required. Familiarity with UN policies, Human Rights, and Counter-Terrorism frameworks is necessary.
Skills
Excellent writing and analytical skills. Strong people and communication skills, with the ability to establish and maintain effective stakeholder relationships. Excellent knowledge of violence and conflict prevention topics and processes.
