Job Purpose
This Senior PSEA Associate role is crucial for supporting and managing IOM's prevention of and response to sexual exploitation and abuse (PSEA) activities in the Democratic Republic of Congo. As the in-country technical expert, the incumbent will work under the guidance of the Chief of Mission and direct supervision of the National Project Officer (PSEA). The position involves close coordination with the Chief of Mission, internal IOM teams, and the interagency PSEA Network. The role contributes technical expertise to PSEA within programming, aiming to strengthen mitigation and response mechanisms and ensure accountability, while the ultimate accountability for PSEA rests with the Chief of Mission.
Responsibilities
The Senior PSEA Associate is responsible for coordinating PSEA efforts, including developing an operational work plan aligned with IOM and UN standards, and integrating PSEA into country strategies and programming. This involves active participation in the interagency PSEA Network, supporting the development of Standard Operating Procedures (SOPs), and establishing community-based complaint mechanisms. The role also focuses on prevention by supporting SEA risk assessments, coordinating PSEA trainings for staff and partners, and developing communication strategies to raise awareness and disseminate key PSEA messages. In response, the Associate will support PSEA proposal development, contribute to reporting, and assist in mapping and strengthening victim assistance pathways and services in coordination with relevant colleagues and partners.
Work Experience
Experience is required in sexual exploitation and abuse (SEA), protection, child protection, gender-based violence, accountability to affected populations (AAP), gender mainstreaming, or humanitarian affairs. Strong coordination experience within the UN system and with interagency partners is essential. Experience in developing and facilitating PSEA trainings, conducting risk assessments, and working across diverse sectors is also necessary.
Skills
Knowledge of IOM's PSEA approach, strategies, policies, and regulations. Understanding of the UN system and architecture. Familiarity with mainstreaming best practices and partnership models for coordination. Ability to maintain strict confidentiality.
