Programme Coordinator (joint Labour Migration Programme (jlmp) (african Union))

Organizational Context

The International Organization for Migration (IOM), a UN agency since 2016, promotes humane and orderly migration. This role is within the Joint Labour Migration Programme (JLMP) in Africa, a long-term initiative by the African Union, ILO, IOM, and GIZ, focusing on intra-African labour migration governance and development. The Programme Support Unit, hosted by the AU Commission, coordinates JLMP activities.

Job Purpose

The Programme Coordinator is responsible for the overall implementation of the Joint Labour Migration Programme (JLMP) in Africa. This involves overseeing joint implementation processes among the AU, ILO, IOM, and GIZ, ensuring coherence with AU policy frameworks and the JLMP Strategic Framework. The role contributes to enhancing labour migration governance for development and integration across Africa by supporting Member States and Regional Economic Communities (RECs) in adopting and implementing relevant legal instruments and agreements. The position aims to facilitate intra-African labour migration, address emerging issues for African migrant workers, and ultimately support migrant workers and their families in living dignified lives and contributing to Africa's development.

Responsibilities

Oversee and supervise the joint implementation processes of the JLMP among the AU, ILO, IOM, and GIZ, defining roles and responsibilities. Recruit and onboard experts and staff for the Programme Support Unit, ensuring alignment with AUC initiatives. Organize and lead training on Labour Migration for staff and participate as a resource person. Provide strategic and technical advice for programme activities at national and regional levels, including monitoring, evaluation, and reporting. Represent the AUC in relevant meetings and present reports to policy organs. Develop terms of reference for external collaborators and provide guidance to stakeholders on JLMP coherence. Facilitate cooperation and information exchange with other regions. Support AU Member States and RECs on labour migration agreements and advocate for the ratification of key international instruments. Promote labour migration knowledge and coordinate with AUC directorates and implementing partners to enhance JLMP effectiveness.

Work Experience

Proven experience in labour migration, employment, and social protection policies at the continental level, including coordination with AU RECs and policy frameworks. Experience working with AU, RECs, IOM, ECA, ILO, EU member states, and GCC on related fields. Familiarity with AUC, IOM, ILO, and GIZ policies and procedures. Demonstrated knowledge of and experience with AU policy organs relevant to project monitoring and implementation.

Skills

Ability to perform conceptual analyses in the project's field. Strong problem-solving capabilities. Effective oral and written communication in English and French. Ability to prepare high-quality, technically sound reports. Capacity to initiate and implement technical cooperation programs with international partners. Knowledge of UN Joint and bilateral donor programming. Experience collaborating with continental and regional social partners. Proficiency in M&E and follow-up on policy frameworks. Ability to work in a multicultural environment. Computer proficiency (Microsoft Word, PowerPoint, Excel).
