Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It collaborates with governmental, intergovernmental, and non-governmental partners, providing services and advice to governments and migrants. The ICT Officer (Solution Technology) role operates under the Chief of Operations and Mission Engagement Solutions, focusing on ensuring IOM's ICT systems effectively meet business needs.

Job Purpose

The ICT Officer (Solution Technology) is responsible for ensuring IOM’s ICT systems, infrastructure, and solution architecture are designed, engineered, and delivered to meet business needs effectively and sustainably. This role translates functional and non-functional requirements into technical specifications and solution designs that adhere to IOM’s standards and quality guidelines. The position focuses on enterprise-level solutions across multiple applications and technologies within the IOM ICT ecosystem. The incumbent will collaborate with ICT colleagues, business stakeholders, and external partners, providing architecture and solutions engineering leadership, guiding development, ensuring strategic alignment, and upholding best practices in solution design, integration, testing, and deployment. The role also involves leading product team deliverables and fostering a high-performance culture for efficient, standards-aligned product delivery.

Responsibilities

Key responsibilities include designing and developing enterprise applications using Microsoft Dynamics 365, Power Platform, Power BI, SQL Server/Dataverse, .NET, and AI Builder. This involves analyzing business requirements and translating them into detailed technical specifications. The role requires collaboration with cross-functional teams to design and implement end-to-end solutions, integrating Power Platform and Dynamics 365 with enterprise systems. Ensuring data integrity, security, and compliance with IOM ICT policies is crucial. The position will also involve integrating AI capabilities, preparing technical documentation, providing technical leadership and mentorship, conducting performance tuning and optimization, monitoring emerging trends in the Microsoft ecosystem, and overseeing solution testing and deployment readiness.

Work Experience

Requires at least six years of recent professional experience in solutions engineering, with significant work in Microsoft Power Platform technologies. Proven experience delivering enterprise-wide mission-critical solutions (ERP, CRM, collaboration, BI) is essential. Experience working across business and technical teams, translating business concepts into technical solutions, and technical experience in OOP, C#/.NET, REST API, SQL Server, data modeling, UI/UX design, Azure services, and Microsoft 365 integration are required.

Skills

Demonstrated ability to document solution architecture, business requirements, and technical designs. Proficiency in application development lifecycle methodologies. Strong analytical, conceptual, and critical thinking skills. Ability to develop ICT standards and systems. Proven skills in solution engineering and architecture, web application architecture, and cloud hosting services. CRM functional knowledge. Fluency in English is required; working knowledge of Spanish is highly desirable.
