Its Immigration and Border Governance (IBG) unit supports states in strengthening border management systems aligned with international standards. In the MENA region, IOM's IBG portfolio has expanded significantly, addressing evolving migration dynamics and Member State priorities through various projects.
Job Purpose
This role supports the implementation of current and forthcoming activities within IOM's Immigration and Border Governance (IBG) portfolio in the Middle East and North Africa (MENA) region. The purpose is to provide expert technical assistance to projects, contributing to the strengthening of border management systems. This involves conducting needs assessments, developing training materials, drafting policy documents, and facilitating workshops and consultations. The role aims to enhance the effectiveness, rights-based approach, and international alignment of border management practices across the region, responding to complex migration dynamics and Member State needs.
Responsibilities
Selected experts will provide technical assistance in areas such as border controls (security), identity management, addressing irregular migration, migrant smuggling, and human trafficking, and regular migration policies. Specific duties include conducting needs assessments, developing training curricula, drafting strategy papers and guidelines, and contributing to the design and delivery of expert consultations, workshops, conferences, and capacity-building activities. Responsibilities also encompass areas like integrated border management, document fraud detection, interview techniques, data-driven risk analysis, biometric data management, civil registry systems, managing irregular migration, investigating smuggling and trafficking, and facilitating group dynamics and training sessions.
Work Experience
A minimum of 8 years of relevant professional experience in Immigration and Border Management, Forensic Sciences, International Law, or related fields is required. Professional experience working with relevant governmental institutions in the MENA region is also necessary.
Skills
Excellent oral and written Arabic and English skills. Excellent drafting and presentation skills. Expertise in at least one of the five thematic components of Immigration and Border Governance (Border Controls, Identity Management, Addressing Irregular Migration, Regular Migration, Soft Skills).
