Organizational Context
The International Organization for Migration (IOM) in Ukraine seeks a Senior Programme Associate (Health) to support its emergency health and recovery operations. This role, reporting to the National Programme Officer, will contribute to the successful implementation and monitoring of health, emergency preparedness, response, and recovery projects across Ukraine.
Job Purpose
The Senior Programme Associate (Health) will play a crucial role in supporting IOM Ukraine's emergency health and recovery initiatives. This position is responsible for assisting in the implementation and monitoring of various health projects, including primary healthcare, pre-hospital care, and rehabilitation services. The role involves coordinating with local authorities and partners, supporting needs assessments, and contributing to capacity-building efforts for healthcare workers. The associate will also assist in managing medical supplies, monitoring facility repairs, and ensuring compliance with national and international health guidelines, ultimately contributing to the delivery of quality healthcare services to affected populations.
Responsibilities
Support coordination with local authorities and partners, identifying operational issues and solutions, and being available for rapid response deployments. Assist in implementing IOM’s global, regional, and national health strategies, including partner identification, selection, and monitoring. Implement and monitor health activities such as standardized lifesaving services, primary healthcare, pre-hospital and hospital care, and rehabilitation services, ensuring alignment with WHO and national guidelines. Support capacity-building for healthcare workers and civilians. Assist in assessing medical equipment needs, preparing procurement documentation, and managing medical supplies and donations. Conduct health facility assessments for repair and renovation needs and monitor recovery activities. Organize and conduct rapid health needs assessments and support outbreak surveillance and response interventions, including contact tracing. Attend relevant coordination meetings, document outcomes, and facilitate communication among stakeholders. Provide weekly activity reports, assist in reviewing project documents, and maintain a proper filing system for project documentation.
Work Experience
Minimum of two years of operational and field experience in implementing emergency health activities, including outbreak prevention, detection, and response for vulnerable groups, and early recovery programming. Demonstrated experience in coordination with government authorities and familiarity with the primary healthcare system and international health agencies. Experience in frontline regions is advantageous.
Skills
Excellent communication, presentation, and writing skills. Strong computer literacy, with advanced working knowledge of Microsoft Office.
