Field Security Officer
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It supports governments and migrants, saves lives, protects people on the move, and facilitates pathways for regular migration. The Office of Staff Security (OSS) provides leadership on security policy and operational support to IOM Country Offices, managing security risks.
Job Purpose
The Field Security Officer, reporting to the Chief of Mission and technically to the Regional Security Officer, is responsible for providing expert support in all aspects of security risk management for IOM's activities in the Democratic Republic of Congo. This role is crucial for enabling IOM's operations by implementing appropriate safety and security management procedures. The officer's primary objective is to effectively address issues that could impact the security of IOM personnel, premises, assets, and operational activities, ensuring the safety and well-being of all involved in IOM's mission.
Responsibilities
The Field Security Officer is responsible for establishing and maintaining relationships with security officials, government counterparts, and UNDSS to gather security information. They will provide accurate security assessments and recommendations to the Chief of Mission, develop and test warden systems, and coordinate security training. The role involves providing security briefings, coordinating travel security, and assessing transport networks. The officer will monitor compliance with UN Security Risk Management Measures, provide security inputs for the Business Continuity Plan, and develop/test country-specific security plans. They will also supervise Field Security Associates, monitor deployment numbers, test emergency communication systems, and report/investigate security breaches, working closely with local authorities to protect IOM personnel and assets.
Work Experience
A minimum of five years of progressive experience in security, risk management, crisis management, or related fields is desirable. Experience in international operations, planning risk mitigation measures, humanitarian sector management, and UNDSS certifications (SCP, SAPP, HIM, TDC, SSAFE) are also advantageous.
