Job Purpose
The Resources Management Officer is responsible for supervising and managing the budgetary, financial, Human Resources, and other administrative functions of the Country Office and/or Sub-Office(s). This role provides crucial support to staff in these areas, ensuring compliance with IOM regulations and procedures. The officer will oversee financial management, treasury functions, budget reporting, and internal controls to safeguard organizational assets. Additionally, the position involves managing the Human Resources function, overseeing supply chain services, and ensuring ICT staff compliance with IOM standards. The role also includes training local staff and potentially serving as Officer-in-Charge in the absence of the direct supervisor, contributing to the efficient and effective operation of the Country Office.
Responsibilities
Oversee and monitor the financial management of the Country Office, including expenditure and accountability, and conduct financial analysis. Supervise treasury functions by forecasting cash flows, monitoring funds, and validating disbursements against donor agreements. Prepare programme and budget reports, review monthly accounts, and analyze budget variances, taking proactive measures to prevent project deficits. Assist in preparing budgets for new projects and provide technical support to project managers on financial, administrative, and HR compliance. Maintain and strengthen internal controls to safeguard assets and prevent fraud. Review payroll against budgets and ensure correct allocation to projects. Recommend improvements to existing systems and procedures for efficiency. Manage the Human Resources function, advising on recruitment and personnel administration, and ensuring adherence to HR policies. Oversee supply chain services, including contracts, fleet management, and premises maintenance. Liaise with legal and procurement units for agreement reviews and ensure adherence to IOM procedures for partner selection. Supervise ICT staff and train local staff on administrative and financial policies. Participate in UN meetings and potentially serve as Officer-in-Charge.
Work Experience
Requires international experience in Financial and Human Resources Management. Field experience, including coordination with international institutions, is necessary. Experience in developing and implementing administrative control procedures, coordinating external audits, and utilizing corporate IT systems and software is also required.
Skills
Knowledge of IOM/UN finance, Supply Chain, and HR procedures. Advanced Microsoft Office skills, particularly Excel. Familiarity with International Public Sector Accounting Standards (IPSAS). Knowledge of Oracle is highly desirable.
