Organizational Context
The International Organization for Migration (IOM) in Mali, established in 1998, supports the government in addressing migration challenges. Since 2012, Mali has faced significant displacement due to socio-political crises and conflict. IOM's programming, guided by its country strategy, aims to provide humanitarian support and foster lasting peace. This role operates under the Chief of Mission, coordinating with regional and headquarters units.
Job Purpose
The Humanitarian Response and Recovery Coordinator is responsible for the overall coordination and management of emergency operations programming within IOM Mali. This involves ensuring effective, coherent, and integrated emergency response and recovery activities, aligned with IOM's policies and the country strategy. The role contributes to strengthening IOM's response preparedness, incorporating international standards and best practices, and ensuring timely reporting. It also involves guiding staff, identifying new opportunities for humanitarian action, and maintaining strong communication with stakeholders, including donors, government authorities, and other humanitarian actors, to mobilize support and address the needs of vulnerable populations affected by crises in Mali.
Responsibilities
Coordinate and monitor all operational and administrative aspects of emergency projects, ensuring effectiveness and adherence to IOM policies. Collaborate with the Chief of Mission to ensure coherent integration of emergency, recovery, and development activities. Enhance IOM's response preparedness by improving coordination and aligning programmatic efforts with inter-sectoral frameworks. Stay updated on humanitarian policies and best practices, recommending improvements for cross-cutting issues like gender and protection. Ensure timely reporting of emergency projects and prepare regular updates and summaries. Guide and supervise staff involved in emergency projects, providing training to foster a common understanding of emergency response. Identify new emergency response opportunities and contribute to project proposal development. Provide timely and accurate information on migration trends and vulnerable groups to stakeholders, and liaise with donors to secure financial support. Actively participate in inter-agency coordination forums and meetings with government and non-governmental partners. Undertake travel for needs assessments, project monitoring, and new project development.
Work Experience
Experience in project and budget management, ideally with IOM software. Experience working in or on the West African region. International experience managing programs with refugees, asylum seekers, and multicultural teams. Experience in direct donor liaison at an international level, with regional experience in direct care of refugees or immigration detention. Operational or field experience in migration-related issues. Extensive experience in public relations and liaising with governmental and diplomatic authorities.
Skills
Sound knowledge of program development, management, capacity building, and operational strategies. In-depth understanding of migration, humanitarian issues, trends, and policies. Good knowledge of West African socio-economic dynamics. Proven analytical and organizational skills, with the ability to prioritize and manage multiple critical tasks under pressure. Excellent relationship-building skills, with the ability to foster consensus among diverse stakeholders. Excellent written and oral communication skills, particularly in multilingual settings. Strong strategic and creative thinking. First-rate drafting skills. Maturity of judgment for handling sensitive issues. High sense of responsibility and motivation. IT proficiency with Microsoft Office applications.
