Infrastructure Field Engineer (consultant)

Organizational Context

The International Organization for Migration (IOM) in Ukraine requires a Consultant to support infrastructure repair and reconstruction projects, including the "Hromada Reconstruction and Empowerment Facility" (HREF). This role contributes to the Shelter and NFI Unit, focusing on improving infrastructure across four oblasts, and involves coordination with partners and municipalities.

Job Purpose

The Consultant will provide essential technical support for IOM's infrastructure projects, focusing on repairs, reconstruction, and construction of various facilities. This includes conducting technical assessments, preparing scopes of work, and monitoring rehabilitation activities. The role is crucial for the effective implementation of projects like HREF, which aims to enhance local infrastructure, support businesses, and establish regional advisory centers. The Consultant will ensure projects align with IOM standards and donor requirements, contributing to the overall recovery and development efforts in affected regions.

Responsibilities

Key responsibilities include conducting field assessments for repair needs across diverse infrastructure types, drafting technical documentation such as Bills of Quantities and engineering drawings, and assisting with procurement processes. The role involves rigorous quality, timeline, and cost control, monitoring on-site progress, and managing any necessary design changes. Ensuring compliance with safety measures and donor visibility requirements is critical. The Consultant will also support administrative coordination, liaise with internal units and external parties, maintain proper documentation, and uphold IOM's zero-tolerance policy on sexual exploitation and abuse.

Work Experience

Required experience includes construction engineering, contract management, and technical supervision of construction/reconstruction projects. Experience in planning and implementing civil design and WASH projects is also necessary. Prior work with NGOs or international organizations is advantageous.
