Job Purpose
The National Supply Chain Officer (NOA) is responsible for the technical management of supply chain activities at the sub-office level in Legazpi City. The role ensures that all supply chain processes, including procurement, storage, and distribution, are implemented efficiently and adhere strictly to IOM policies and procedures. Responsibilities
Key responsibilities include supervising and monitoring procurement activities, ensuring compliance with IOM's Procurement Manual and internal controls. The officer will manage supply chain activities for emergency responses, encompassing planning, procurement, warehousing, transport, distribution, fleet, assets, and facilities management. This involves analyzing procurement requests, evaluating vendor performance, and managing warehouse operations (receipt, storage, dispatch, inventory control). The role also entails training and supervising logistics assistants, coordinating stock counts, maintaining accurate inventory records, and preparing reports. Additionally, the officer will oversee the maintenance of warehouse and office facilities, liaise with local vendors, provide technical support for procurement processes, and contribute to establishing robust internal control mechanisms to safeguard organizational assets and prevent fraud.
Work Experience
Required experience includes managing diverse procurement and logistics operations. Demonstrated experience in training and supervising teams, as well as managing vendors and suppliers, is also essential for this role.
Skills
Extensive knowledge of IOM/UN internal procurement and financial rules, systems, and processes is required. Excellent computer literacy is necessary, with knowledge of WAVE being an advantage.
