Senior Legal Associate
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a leading inter-governmental organization dedicated to humane and orderly migration. In Bulgaria, IOM supports the government in responding to the current migration situation, working with various partners. This role operates under the direct supervision of the National Project Officer and overall supervision of the Head of Mission.
Job Purpose
This role is designed to provide crucial legal information and support to migrants in Bulgaria, whether they are accommodated in Registration and Reception Centres (RRCs) or residing externally. The incumbent will work collaboratively within a multidisciplinary team to ensure migrants receive accurate information regarding asylum legislation, procedural requirements for documents, welfare rights, education, housing, and healthcare access. The position contributes to upholding the dignity and well-being of migrants by facilitating their understanding of legal frameworks and connecting them with necessary services, thereby supporting IOM's mission in managing migration challenges and promoting the rights of migrants.
Responsibilities
The Senior Legal Associate will provide accurate legal information on Bulgarian asylum legislation to migrants, offering appropriate support and referrals. This includes explaining procedural requirements for identity or travel documents, welfare rights, education, housing, and healthcare access. The role involves compiling, summarizing, and analyzing legal data, drafting correspondence, preparing reports, and managing administrative tasks. Additionally, the associate will organize and deliver information sessions, workshops, and training on legal matters. Responsibilities also include maintaining files, responding to inquiries, liaising with local authorities and partners, and contributing to the development of Standard Operating Procedures and concept papers on legal issues.
Work Experience
Advantageous experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, and victims of trafficking is beneficial. Prior work experience within international humanitarian organizations or governmental/non-governmental institutions in a multicultural setting is also an advantage.
Skills
High level of computer literacy. Ability to work effectively with national and international institutions. Excellent communication and negotiation skills.
