Supply Chain Associate
Organizational Context
The International Organization for Migration (IOM) Mission in Damascus, Syria, requires a Supply Chain Associate to support procurement processes. This role operates under the supervision of the Supply Chain Officer and National Supply Chain Officer, ensuring the acquisition of necessary goods and services to facilitate the mission's objectives in accordance with IOM regulations.
Job Purpose
The Supply Chain Associate is responsible for assisting in the procurement of goods and services essential for the IOM Mission in Damascus, Syria. This involves supporting procurement processes to acquire necessary resources that enable the development of activities and the achievement of mission objectives. The role ensures compliance with IOM's regulations, rules, and procedures, contributing to the efficient and effective operational support of the mission. By facilitating the acquisition of goods and services, the incumbent plays a crucial role in the successful execution of IOM's mandate in Syria, ensuring that programmatic needs are met in a timely and compliant manner.
Responsibilities
The Supply Chain Associate will liaise with the National Supply Chain Officer to consolidate procurement requirements and optimize purchasing power. Key duties include implementing and monitoring procurement and logistical needs for humanitarian activities, managing tasks related to procurement, supply, contracting, fleet, and asset management. The role involves verifying purchase requisitions, accurately posting them into the IOM Syria Portal and ORACLE, and tracking purchase orders to keep customers informed of delivery status. Responsibilities extend to ensuring received goods and services match PO/contract specifications, conducting vendor due diligence, and collecting quotations or bids through tender processes. The associate will also manage payment requests to Finance, conduct vendor checks and market surveys, register procured assets, and maintain updated inventory records. Additional duties include arranging for events, coordinating onsite maintenance, ensuring office premises functionality, updating the archiving system, and potentially driving IOM vehicles for official business.
Work Experience
Required experience includes effectively applying specialized knowledge of logistics and procurement to source goods and services, and working with vendors and service providers in compliance with IOM procedures. Proficiency in SAP, ORACLE, MS Project, and common software applications (Word, Excel, PowerPoint, Access) is necessary. Demonstrated ability to maintain integrity in performing assigned responsibilities is also essential.
Skills
High level of computer literacy; ability to work with national and international institutions; ability to prepare clear and concise reports; excellent communication and negotiation skills; understanding of IOM Procurement and Logistics policies and rules; previous experience with the UN and other International Agencies.
