National Reporting, Monitoring And Evaluation Officer
Organizational Context
The International Organization for Migration (IOM) in the occupied Palestinian territory (OPT) Mission has a Programme Support Unit (PSU) that collaborates across thematic units. PSU supports project development, implementation, monitoring, and reporting, coordinating with HQ, regional offices, and external partners to ensure quality programming and oversight, including the mission-wide strategy.
Job Purpose
The National Reporting, Monitoring and Evaluation Officer will support the IOM OPT Mission's Programme Support Unit. This role is crucial for implementing and overseeing Monitoring and Evaluation (M&E) activities for projects, programmes, and the overall mission strategy. The officer will contribute significantly to report drafting and review processes, ensuring adherence to both internal IOM standards and specific donor requirements. This position plays a key part in maintaining the quality and effectiveness of IOM's operational activities through robust M&E practices and clear reporting.
Responsibilities
Develop and update the mission's M&E framework, including indicators, tools, and methodologies for various monitoring processes, ensuring alignment with donor agreements and RBM guidance. Contribute to M&E budgeting and support the development, testing, and consistent use of standardized M&E tools, including training staff and partners. Integrate protection, gender, and inclusion considerations into M&E frameworks and support remote monitoring tools for access-constrained environments. Coordinate and support internal and external evaluations, including drafting Terms of Reference and tracking recommendations. Oversee third-party monitoring arrangements, review reports, and validate findings. Support regular progress tracking against indicators, conduct data quality checks, and ensure adherence to data protection principles. Coordinate timely preparation of donor reports, providing analytical inputs and ensuring coherence between narrative and quantitative data. Review information management and monitoring reports, identify bottlenecks, and propose corrective actions. Support risk tracking and coordinate mitigation measures. Contribute to capacity-building activities on M&E for staff and partners, and stay updated on IOM's M&E functions.
Work Experience
Demonstrated technical knowledge in project development, quantitative and qualitative M&E methods, data collection, analysis, and reporting. Experience with Result-Based Management, logical frameworks, and implementing M&E systems is required. Proven experience in data management, analysis, and reporting within a humanitarian context is essential.
Skills
Strong analytical and organizational skills. Good knowledge of research methodologies and quantitative/qualitative techniques. Strong writing, presentation, and facilitation abilities. Advanced MS Office proficiency and working knowledge of databases and statistical tools. Ability to meet deadlines and produce clear, accurate written reports.
