Organizational Context
The International Organization for Migration (IOM) in the Philippines is seeking a National Project Officer to manage a climate action project. This role operates under the direct supervision of the Head of Programmes, coordinating closely with other programme managers. Job Purpose
The National Project Officer (Climate Action) will be responsible for the effective management of the Philippines' component of a climate action project. This involves ensuring alignment with national government priorities and donor specifications. The role contributes to the organization's efforts in addressing climate change and its impact on human mobility within the Philippines. The officer will coordinate project activities, monitor progress, and ensure compliance with IOM policies and donor requirements, thereby supporting the overall program objectives and strategic direction of IOM in the country.
Responsibilities
Key responsibilities include coordinating and monitoring the operational, administrative, and financial aspects of the project, ensuring compliance with IOM policies and donor requirements. The role involves participating in the development and implementation of work plans, budgets, and M&E tools. Contributing to data and research initiatives on climate change and human mobility, and providing technical support for partnership development is crucial. The officer will coordinate timely report preparation and dissemination, liaise with donors, partners, UN agencies, and government counterparts. Supporting strategic partnerships, participating in relevant forums, and providing technical assistance to partners are also key duties. The role includes contributing to new project design, organizing capacity-building activities, preparing strategic documents, and providing regular briefings to senior management. Supervision and training of project staff, and undertaking duty travel for project implementation and monitoring are also required.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, and internally displaced persons is also necessary. Prior work experience within international humanitarian organizations or government/non-government institutions in a multicultural setting is considered an advantage.
Skills
In-depth knowledge of climate change, human mobility, and disaster preparedness/response in the Philippines. Familiarity with Disaster Risk Reduction and Climate Change Adaptation Frameworks. Understanding of UN and bilateral donor programming. Knowledge of financial rules and regulations. Fluency in English and Filipino (oral and written) is required.
