Organizational Context
Under a proposed UN-to-UN collaboration within the Shabab Balad framework, the International Labour Organization (ILO) will serve as a technical partner to strengthen the quality, labour-market relevance, and credibility of youth employment pathways in Egypt. The collaboration will focus on labour market intelligence, employer and worker engagement, decent work integration, pathway quality assurance, and employment results measurement and verification.
The initiative seeks to improve programme quality, strengthen youth employment outcomes, and enhance the traceability and credibility of reported results across implementing partners. Drawing on its tripartite mandate and expertise in youth employment, apprenticeships, skills systems, labour market governance, and formalization, the ILO will support Shabab Balad in connecting young people to quality skills development, work-based learning, entrepreneurship, and employment opportunities in priority sectors.
The National Project Coordinator will coordinate the implementation of ILO activities under the collaboration and provide technical leadership on monitoring and evaluation, employment quality control, labour market intelligence, stakeholder engagement, and pathway quality assurance.
The position will play a critical role in ensuring that employment outcomes are measured, verified, and assessed against decent work standards while supporting national partners to strengthen evidence-based youth employment programming.
Reporting lines
The incumbent will work under the direct supervision and reports to the Skills Specialist at the ILO Cairo Office, under the overall responsibility of the ILO Country Director for Egypt. The incumbent will receive technical guidance from relevant specialists within the ILO Decent Work Team, particularly specialists on Employment and Enterprise and the Head of Programme.
The incumbent will work closely with UNICEF, government counterparts, employers’ and workers’ organizations, implementing partners, consultants, and other relevant ILO projects and programmes.
The position does not currently have direct supervisory responsibility but may coordinate the work of consultants and service providers engaged under the project.

- Lead the timely implementation, monitoring, reporting, and evaluation of project activities in accordance with ILO rules and procedures, approved work plans, budgets, and expected results and the UN-UN agreement between UNCIEF and ILO.
- Lead the development and operationalization of employment results measurement frameworks, including indicators, tracer methodologies, employment verification systems, and reporting protocols.
- Coordinate employment outcomes monitoring and quality control mechanisms, including verification of employment status, retention, formality, inclusion, and selected dimensions of job quality and decent work for the GENU / Shabab Balad activities.
- Act as ILO focal point and Lead the Coordination of the Shabab Balad Initiative in Employment and Skills.
- Produce, analyse, and disseminate labour market intelligence products, sector assessments, and evidence to support the design and validation of youth employment pathways.
- Provide technical support to national partners and implementing agencies of the Shabab Balad Cooperation on monitoring and evaluation systems, labour market indicators, tracer studies, results verification methodologies, and employment quality assurance approaches.
- Organize and facilitate consultations with employers’ and workers’ organizations, government institutions, UNICEF, and other stakeholders to strengthen pathway relevance and labour market alignment.
- Review project tools, curricula, terms of reference, implementation approaches, and reporting systems from a labour-market relevance, employment quality, and decent work perspective.
- Ensure delivery of high-quality technical inputs, including quantitative and qualitative research, analytical reports, policy briefs, and technical recommendations related to youth employment and skills development.
- Maintain close cooperation and coordination with government institutions, employers’ and workers’ organizations, development partners, UN agencies, and implementing partners involved in the project.
- Prepare technical progress reports, donor reports, briefing notes, presentations, and ad hoc reports on project implementation, results achievement, and emerging challenges.
- Represent the project in technical meetings, consultations, workshops, and relevant national forums under the guidance of the Country Office.
- Develop and maintain strong collaboration with ILO technical specialists in the Decent Work Team, Regional Office, and Headquarters to ensure access to relevant expertise and technical support.
- Ensure effective communication and visibility of project achievements and support coordination with national strategies, youth employment initiatives, and related development programmes.
- Perform other related duties as assigned by the Supervisor.

Work Experience
- At least three years of experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).
- Demonstrated experience in employment outcomes measurement, tracer studies, results verification, data quality assurance, and monitoring and evaluation systems is required.
- Proven professional experience working with ILO, UNICEF, other United Nations agencies, government institutions, employers’ and workers’ organizations, or international development partners is required.
- Demonstrated experience in employment quality control, pathway quality assurance, labour market relevance assessment, and decent work measurement is highly desirable.
- Experience in labour market analysis, TVET, apprenticeships, work-based learning, or school-to-work transition programmes in Egypt is an advantage.
Technical requirements:
- Good knowledge of labour market systems, youth employment, skills development, employment services, and labour market governance.
- Strong knowledge of monitoring and evaluation methodologies, tracer studies, employment verification systems, and results-based management.
- Strong understanding of employment quality indicators, including formality, job retention, earnings, inclusion, and decent work dimensions.
- Knowledge of labour market information systems, sector skills analysis, and pathway validation methodologies.
Knowledge of the Egyptian employment and skills development ecosystem is an asset.

- Good knowledge of social and economic development, labour markets, employment, and skills trends in Egypt.
- Strong analytical, research, and report-writing skills.
