Organizational Context
The Director of the Information and Technology Management Department (CIO/CITO - INFOTEC) is the ILO’s central authority for information, digital and technology matters, with enterprise-wide responsibility spanning Headquarters, regional and field offices. The role provides strategic leadership and overall accountability for information management, digital transformation, data and analytics, artificial intelligence (AI), cybersecurity governance, and the delivery of secure, resilient and user-centred technology services across the global ILO. As a member of the senior management, the CIO/CITO advises the Director-General and the Assistant Director-General for Corporate Services on the strategic use of technology and data to support organizational performance, reform objectives and risk management.

Work Experience
• At least 15 years of progressively responsible experience in information, digital or technology leadership roles, including at the international level, including sustained experience at senior executive level. • Demonstrated experience leading large, complex information or technology functions in an international, public sector or similarly complex organizational environment. • Proven track record in digital transformation, enterprise systems, data and analytics, and technology enabled organizational change. • Experience in managing significant budgets, large multidisciplinary teams and complex vendor ecosystems. • Demonstrated experience in establishing, scaling and managing teams within global service delivery models, including service centres supporting geographically distributed organizations.
Skills
In addition to the ILO core competencies, this position requires: Technical and Strategic Competencies • Strong understanding of enterprise information and technology management, digital platforms, data governance and emerging technologies, including AI. • Knowledge of relevant governance and service management frameworks (e.g. COBIT, ITIL or equivalent). • Experience governing large-scale integrated enterprise information systems (e.g. ERP platforms) and complex vendor ecosystems. • Ability to translate organizational strategy into actionable digital and technology roadmaps and investment decisions. Leadership and Managerial Competencies Leadership skills. Good knowledge of Informatics/Technology best-practices. Ability to lead and manage large and diverse teams and to foster teamwork. Ability to manage and implement complex organizational processes. Develop and drive strategic change, set priorities and ensure effective use of human and financial resources.
