Organizational Context

IFAD is an international financial institution and a UN specialized agency dedicated to eradicating rural poverty and hunger by investing in rural people. The Financial Operations Department (FOD) manages IFAD's financial and material resources to ensure efficient and effective use towards achieving the Fund's objectives. The Procurement and Financial Management Division (PFM) ensures a robust fiduciary system across IFAD operations.

Job Purpose

To lead IFAD's regional procurement, financial management, and operational support functions, ensuring timely, practical, and risk-based support to regional and country teams. The role provides strategic direction, management oversight, and technical leadership to regional fiduciary staff, promoting consistent policy application and professional standards, and supporting the resolution of complex implementation challenges.

Responsibilities

Develops and implements PFM modernization agenda and operating model, promoting simplified, principles-based approaches, digital enablement, and integration of procurement, financial management, and disbursement. Drives modernization of fiduciary practices using data and technology. Builds and maintains networks of peer contacts and partners. Leads cultural and organizational change for PFM modernization. Promotes efficient and client-focused financial management and disbursement practices. Provides strategic direction for project procurement oversight. Guides the organization, function, and delivery of project fiduciary oversight and support services. Contributes to knowledge management and capacity building. Acts as a senior change leader for the modernization programme.

Work Experience

At least ten years of progressive international professional experience in financial management (accounting, auditing, finance, financial analysis) and project administration in a multicultural organization or a global scope organization. Experience with an international financial institution, audit firm, or NGO with global outreach is an asset.
