Organizational Context
IFAD is an international financial institution and a UN specialized agency dedicated to eradicating rural poverty and hunger by investing in rural people. The Office of Enterprise Risk Management (RMO) leads IFAD's second line of defence, managing risks across the organization to support strategic vision and mandate, and enabling clear reporting of IFAD's risk profile.
Job Purpose
To provide strategic leadership, innovation, and management as Director & Chief Risk Officer, overseeing the risk management function, challenging first-line risk management, and serving as a senior executive in charge of the second-line-of-defence risk team. The role involves managing all risk domains (strategic, financial, operational, reputational, legal) and contributing to IFAD's strategic objectives and financial sustainability, including defending its credit rating.
Responsibilities
Provide strategic advisory and authoritative policy advice; represent IFAD in partnerships and official meetings; manage human, financial, and material resources transparently and efficiently; lead the independent risk management team; ensure development and implementation of the Enterprise Risk Management Framework and policies; oversee risk management practices and integrate risk into strategic planning; chair risk committees; strengthen IFAD's risk culture; support the Vice-President on the Enterprise Risk Management Committee; champion risk discussions; defend and improve IFAD's credit rating; manage the division's work programme and budget; lead and manage the risk team.
Work Experience
Over 15 years of substantive relevant experience at an international level in organizations such as international organizations, private or public international financial institutions, ministries of finance, central banks, or development finance-related organizations. Progressively responsible management experience in senior positions is required. A thorough understanding of the international financial and risk landscape for Multilateral Development Banks (MDBs) and International Financial Institutions (IFIs) is an asset.
