Organizational Context
The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger by investing in rural people. The People and Culture Division (PCD) provides high-quality HR expertise, nurturing a culture of excellence and contributing towards an inclusive and diverse workplace. The Talent Management Unit (TMU) is part of PCD.
Job Purpose
To provide technical leadership and expert advisory services in Performance Management within IFAD's Integrated Talent Management Framework, overseeing the design, implementation, and continuous improvement of related programmes, processes, and systems. The role ensures performance management is embedded within the broader talent management architecture, linking performance to career development, learning, and mobility, and informing succession planning and workforce decisions.
Responsibilities
Leads the design and implementation of the corporate performance management process; leads and implements staff development programmes, including corporate learning programmes and career development models; designs and implements organization-wide surveys and supports management actions on staff engagement, workplace culture and environment; promotes programme quality through data-driven evidence and insight; partners with senior leaders and HR Business Partners to understand talent needs and ensures integration with other talent programmes; builds relationships with UN agency colleagues and the private sector in learning and development.
Work Experience
At least eight (8) years of relevant and progressively responsible professional experience in human resources management (talent). Three (3) years of experience in human resources management within the United Nations, an international financial institution, or a similar multicultural organization is highly desirable.

Outstanding analytical skills; project coordination; stakeholder management; expertise in career management, compensation methodologies, diversity & inclusion dynamics, HR principles and practices, HR systems, learning & development, performance management, workforce management, and ICT fluency; strong leadership, systemic thinking, verbal and written communication skills; ability to maintain confidentiality and discretion.
