Technical Specialist (Economist)

Organizational Context

The International Fund for Agricultural Development (IFAD) is a UN specialized agency dedicated to eradicating rural poverty and hunger by investing in rural people. The Office of Development Effectiveness (ODE) ensures IFAD projects achieve maximum impact and serve as learning opportunities, coordinating corporate strategy and measuring business model relevance.

Job Purpose

To provide seasoned technical expertise and analysis in economics, focusing on impact assessment, knowledge management, and policy advice to improve IFAD's capacity to address rural poverty and enhance operational effectiveness.

Responsibilities

Provides technical advice on project identification, elaboration, and monitoring; enhances knowledge sharing and development with internal and external institutions; builds partnerships with complementary organizations; contributes to monitoring, evaluation, and reporting of technical activities; manages resources and knowledge content; conducts impact assessments using statistical methods and data analysis; coordinates impact assessment activities and supports capacity enhancement.

Work Experience

At least five (5) years of progressively responsible professional experience, including three (3) years in a multi-cultural organization or national organization providing support on a global scope. Experience in fieldwork and international policy frameworks related to global environment, natural resource management, and rural development is an asset.

Evidence-based policy formulation, outstanding synthesis and simplification of complex technical information, clear and convincing written and verbal communication, strong interpersonal and adaptability skills, corporate approach, strong systemic and structured problem-solving, project/programme management, and expertise in development economics, macro/micro-economic analysis, economic research, and applied econometrics.
