Organizational Context
The International Fund for Agricultural Development (IFAD) is an international financial institution and a UN specialized agency dedicated to eradicating rural poverty and hunger by investing in rural people. The West & Central Africa Division (WCA) oversees IFAD operations in 24 countries, including managing large climate-focused programmes like AICRM and IGREENFIN, funded by the Green Climate Fund (GCF).
Job Purpose
To support the fiduciary administration and financial management of IFAD programmes in West and Central Africa, ensuring effective financial reporting, budget monitoring, cash flow management, and compliance with donor requirements.
Responsibilities
Manage financial operations for GCF programmes (AICRM, IGREENFIN), including financial reporting, budget monitoring, cash flow management, and compliance. Supervise PMUs in financial management, accounting, internal controls, and audits. Organize administrative and financial transactions for the Regional Coordination Unit (RCU). Prepare programme reports, collaborate on audits, and manage programme budgets. Act as a change agent for new methods and automated workflows in financial management.
Work Experience
At least five years of progressive international professional experience in financial management within rural development programmes (accounting, auditing, finance, economics, financial analysis, business administration, project administration). Must have perfect mastery of fiduciary management procedures (internal control, audit, procurement, fund withdrawal, budget monitoring), in-depth knowledge of SISCOHADA accounting, and experience consolidating financial statements from multiple units. Familiarity with computer programmes for financial management (TOMPRO is an asset) and standard office software is required. Experience with IFAD procedures, international financial institutions, audit firms, or NGOs is an asset.
