Senior Regional Financial Management (FM) Officer
Organizational Context
IFAD is an international financial institution and a specialized UN agency dedicated to eradicating rural poverty and hunger by investing in rural people. The Financial Operations Department (FOD) manages IFAD's financial resources to achieve its objectives and ensure financial sustainability.
Job Purpose
To provide technical leadership and financial management expertise at the regional level, ensuring compliance with financial principles, policies, and regulations, and acting as a trusted partner to IFAD's portfolios to support the development of financial strategies and promote results-based management.
Responsibilities
Provide technical leadership in financial management; contribute to the development and implementation of financial policies; act as a finance business partner; manage financial operations, including monitoring, reporting, and risk assessment; lead financial management assessments and reviews; advise on financial aspects of instruments and products; represent IFAD in financing negotiations; monitor financial management compliance; provide training and capacity building; manage consultants and junior staff; ensure data integrity in corporate FM systems; lead change management initiatives related to financial processes.
Work Experience
At least eight years of progressively relevant international professional experience in financial management (accounting, auditing, finance, economics, financial analysis, business administration) or project administration in a multicultural organization. Experience with an international financial institution, audit firm, or NGO with global outreach is an asset.
Skills
Expertise in IFAD's financial strategy, rules, and regulations; knowledge of asset liability management, risk reporting, capital adequacy, AML/KYC processes; ability to identify and manage financial risks; proficiency in strategy implementation and performance management; high level of digital literacy and ability to use digital tools (e.g., ERP); strong leadership, communication, and problem-solving skills; ability to maintain confidentiality and discretion.
