Organizational Context
The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized UN agency dedicated to eradicating rural poverty and hunger by investing in rural people. The West & Central Africa Division (WCA) leads on the design and delivery of IFAD country and regional programmes in WCA. The incumbent is a National Professional Officer (NPO) and must be a national of the country where the position is located (Chad).
Job Purpose
To coordinate country programmes and projects, ensuring consistency, cohesion, and synergy in programme-related matters. The role involves supporting day-to-day office administration, managing financial and material resources, enhancing the technical quality of IFAD activities, building partnerships with in-country counterparts and donors, and contributing to policy development and knowledge management.
Responsibilities
Accountable for day-to-day office administration and reporting; managing financial and material resources, including contracts and payments; enhancing the technical quality of IFAD country activities through programme and project design, supervision, monitoring, and evaluation; providing substantive contributions to sustainable government strategies in agricultural development and rural poverty reduction; coordinating capacity building activities; building and maintaining relationships with in-country counterparts, multilateral/bilateral donors, civil-society organizations, and government agencies; participating in policy meetings and events to develop an enabling environment for sustainable development; providing programme/project continuity and national development knowledge; contributing to policy dialogue and strengthening the enabling environment for policy dialogue; maintaining contacts for networking and knowledge exchange; and ensuring integrity, transparency, and equity in the management of IFAD resources.
Work Experience
At least five (5) years of progressively responsible professional experience in programme design, supervision, and loan/grant administration with international financial institutions or development cooperation agencies.
