Lead Portfolio Advisor

Organizational Context

The International Fund for Agricultural Development (IFAD) is a UN specialized agency focused on eradicating rural poverty and hunger by investing in rural people. The West & Central Africa Division (WCA) within the Department for Country Operations (DCO) leads the design and delivery of IFAD's country and regional programmes in this region, based in Abidjan.

Job Purpose

To provide authoritative expertise and technical leadership on IFAD-funded programmes at global, regional, and national levels, enhancing operational efficiency and contributing to the overall management and quality delivery of the WCA division's portfolio.

Responsibilities

Spearheads corporate processes for operational policy advice and development, ensuring compliance with IFAD policies and guidelines; provides authoritative advice on operational matters, monitors portfolio performance, and mitigates risks; leads knowledge management and capacity building initiatives; oversees regional portfolio monitoring and reporting; and assists the Divisional Director in managerial functions, including people and resource management.

Work Experience

At least ten (10) years of progressively responsible professional experience, including four (4) years in a multicultural organization, rural development/financial institutions, or government services in programme implementation and supervision. Two (2) years of experience in rural and agricultural development work in West and Central Africa or similar challenging environments is also required.

Advocacy, outstanding analytical and synthesis skills, performance management, project coordination, risk management, strategy implementation, interpersonal skills, political acumen, policy dialogue, and expertise in Programme/Project development and management for Agricultural Development.
