Chargé de projet national (consultant), AICRM Sénégal *Call for interest* - Short term opportunity for 12 months for consultant
Organizational Context
Support technical, coordination, and advisory functions to facilitate effective collaboration between executing entities (EEs) participating in the AICRM program, including the national project management unit, World Food Programme focal point, Africa Risk Capacity Mutual focal point, and African Development Bank focal point. Enhance program visibility and coordinate joint annual work plans (PTBA).
Job Purpose
To provide technical, coordination, and advisory support for the AICRM program, ensuring effective collaboration among executing entities, improving program visibility, and facilitating the development and implementation of joint annual work plans.
Responsibilities
Review legal and regulatory implementation, assess compliance with financing agreements and FIDA manuals, evaluate progress on recommendations from supervision missions. Facilitate coordination among executing entities, ensure activity coherence, organize coordination meetings, develop complementarity strategies, maintain dialogue with authorities and partners, support steering committee functioning, facilitate project implementation manual updates, provide technical input for No-Objection requests, prepare periodic reports, and facilitate information sharing. Facilitate participatory development of joint annual work plans (PTBA), verify coherence, propose adjustments, consolidate contributions, and prepare/submit the joint PTBA. Compile and consolidate project data and reports, prepare consolidated reports. Review financial statements and audit information, facilitate information exchange. Contribute to establishing an internal monitoring and evaluation (M&E) system, review M&E system functioning, provide technical advice on gender mainstreaming and targeting approaches, facilitate information exchange among M&E teams, and contribute to targeting processes. Support preparation of supervision, technical, and mid-term review missions, prepare and submit reports, and maintain a recommendation tracking table.
Work Experience
At least 8 years of experience in rural development project/program implementation, including 5 years on projects/programs funded by international donors or bilateral cooperation agencies. At least 5 years of field experience in direct contact with beneficiaries, professional organizations, and the private sector. Experience in planning and monitoring/evaluation of rural development projects. Good knowledge of economic, social, and resilience issues in rural areas and experience in partnership management. Experience in team coordination/management.
Skills
Organizational and planning skills; coordination, supervision, and control abilities; communication and teamwork skills within a multidisciplinary team. Proficiency in office software (Word, Excel, PowerPoint, videoconferencing).
