Chargé de projet national (consultant), AICRM Mauritanie *Call for interest* - Short term opportunity for 12 months for consultant

Organizational Context

Support technical, coordination, and advisory functions to facilitate effective collaboration between implementing entities (EE) participating in the AICRM program, under the direction of the IFAD Country Director and in close collaboration with the Ministry of Economic Affairs and Development (MAED).

Job Purpose

To provide technical, coordination, and advisory support for the AICRM program, ensuring effective collaboration among implementing entities, enhancing program visibility, and facilitating the joint Annual Work and Budget Plan (PTBA) development and implementation.

Responsibilities

Facilitate collaboration between implementing entities (PROGRES, WFP, ARC, AfDB); enhance program visibility; lead joint PTBA development and implementation; ensure alignment of activities and national program coherence; coordinate between implementing entities and engage stakeholders; review legal and regulatory compliance; support institutional coordination and steering committee functioning; manage PTBA development and consolidation; compile project reports; review financial statements and audit information; contribute to monitoring and evaluation system setup; provide technical advice on gender and targeting; support supervision and review missions; and track recommendations.

Work Experience

At least 8 years of experience in rural development project/program implementation, including 5 years on projects/programs funded by international donors or bilateral cooperation agencies. At least 5 years of field experience in direct contact with beneficiaries, professional organizations, and the private sector. Experience in planning and monitoring/evaluation of rural development projects. Good knowledge of economic, social, and resilience issues in rural areas and experience in partnership management. Experience in team coordination/management.

Skills

Organizational and planning skills; coordination, supervision, and control abilities; communication and teamwork skills within a multidisciplinary team. Proficiency in office software (Word, Excel, PowerPoint, videoconferencing).
