Organizational Context
The Air Navigation Bureau (ANB) provides technical guidance and expertise in aviation-related disciplines to States, industry, and the Organization. The Communications, Navigation and Surveillance (CNS) Section within ANB is the focal point for standardization and implementation support of CNS systems and radiofrequency spectrum management, coordinating with the International Telecommunication Union (ITU) and industry.
Job Purpose
To provide technical expertise and develop regulatory documents and guidance material related to aeronautical communications, navigation, and surveillance (CNS) systems and radiofrequency spectrum management, ensuring alignment with ICAO standards and global aviation needs.
Responsibilities
Drafts proposals for amendments to ICAO technical annexes and regulatory documents; analyzes problems and recommends solutions for CNS systems and spectrum management; prepares technical studies and working papers for governing bodies; serves as secretary or supports CNS panels and study groups; drafts correspondence, technical studies, and publications; provides advice and guidance on CNS systems and spectrum management; promotes ICAO strategy on spectrum management in international forums.
Work Experience
A minimum of seven years of experience in the technical, operational, and procedural aspects of aeronautical communications, navigation, and surveillance (CNS), including radiofrequency spectrum management, in an international environment. Experience with project planning/management methods is required. Desirable experience includes working within the ICAO standards-making framework, with bodies like ITU, and implementing aeronautical CNS systems.
Skills
Professionalism, teamwork, communication, planning and organizing, accountability, knowledge of civil aviation infrastructure and ICAO's role, familiarity with CNS systems, radiofrequency spectrum management, ITU, and ICAO provisions. Sound knowledge of modern and conventional radio frequency and digital technologies for aeronautical CNS infrastructure.
