Regional Officer, Aerodromes and Ground Aids, MID
Organizational Context
The Middle East Regional Office maintains liaison with accredited States, international organizations, and UN agencies. It promotes the implementation of ICAO policies, SARPs, and regional air navigation plans, providing technical guidance and assistance. The incumbent reports to the Regional Director and works within the Regional Office team on safety and air navigation matters, focusing on Aerodromes and Ground Aids (AGA). The role involves providing expert support to States and serving as secretary/technical adviser to relevant regional groups.
Job Purpose
To provide expert support and advisory services in Aerodromes and Ground Aids (AGA) to States in the Middle East Region, ensuring the implementation of ICAO SARPs, regional plans, and safety strategies. The role supports regional aviation safety and air navigation initiatives and technical assistance programs.
Responsibilities
Monitors AGA developments in accredited States and assists in implementing Annex 14 provisions for aerodromes and heliports. Supports the planning and implementation of the MID Region’s Air Navigation Plan, including developing operational plans and processing amendment proposals. Provides technical assistance to States to improve operations, address deficiencies, and enhance safety oversight. Supports the efficient functioning of MIDANPIRG and its bodies. Promotes the implementation of ICAO Global and Regional Plans (GANP/eANP, GASP/RASP) and NCLB technical assistance projects. Coordinates with regional and international organizations, represents ICAO, and prepares relevant reports and working papers.
Work Experience
A minimum of ten years of experience in the technical/operational aspects of international civil aviation (aerodrome design/operations, regulatory/oversight matters) is essential, preferably with a State civil aviation authority or international organization. Experience in communication with international counterparts, advising on technical matters, air navigation services or aircraft operations, and participating in international meetings is required. Hands-on experience with personal computers and project management skills is also necessary. Desirable experience includes ICAO meetings, USOAP auditing, training, management/advisory roles in AGA, and working in a multi-cultural environment.
