Chief, Operations Section
Organizational Context
The Capacity Development and Implementation (CDI) Bureau supports ICAO's strategic goals by providing needs-based implementation support to States through projects and services. The Operations Section (OS) within CDI develops and delivers products and services under the Capacity Development and Implementation Programme (CDIP), supporting policy implementation and helping States overcome resource constraints. The Chief of Operations Section leads planning, organization, staffing, direction, and control of operations, ensuring efficient resource use and stakeholder satisfaction.
Job Purpose
To lead and manage the Operations Section, ensuring the effective development and delivery of capacity development and implementation support solutions for ICAO Member States. This role is responsible for strategic direction, operational management, and fostering partnerships to advance ICAO's aviation goals.
Responsibilities
Lead the preparation and implementation of the Section's operational plan, propose new policies, and oversee the design, development, and enhancement of products and services. Manage Field Operations Services, supervise staff, and monitor operational performance. Oversee the development and lifecycle management of data products, technical support, training initiatives, and social dimension programmes. Ensure effective integration of implementation planning, support, and partnership activities. Manage the efficient and transparent delivery of expert sourcing and post-contract procurement implementation services.
Work Experience
A minimum of ten years of progressively responsible managerial experience in planning, developing, and managing administrative programmes and products/services in civil aviation in multicultural environments. This includes five years of experience in aviation-related matters at the international or regional level. Experience in strategic and business planning, developing and implementing product and geographical diversification strategies, dealing with international financial institutions and State representatives, and using enterprise resource planning, programme/project management, and customer relationship management systems is essential.
