Organizational Context

The Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of technical assistance (TA) and technical cooperation (TC) projects. It develops agreements and assists developing countries and regional projects and programmes by identifying priority areas, defining objectives, activities and deliverables, and establishing schedule and budget requirements. The section executes these programmes and projects in accordance with ICAO policies. This project aims to assist ASECNA in implementing a technical and operational audit.

Job Purpose

To assist ASECNA in conducting a technical and operational audit. The role involves leading a team, developing audit frameworks, and ensuring the successful execution and reporting of the audit.

Responsibilities

Lead the audit team, develop and submit a work plan, ensure project task execution, prepare and submit project reports, supervise and coordinate the audit, analyze organizational context, develop audit frameworks, consolidate Terms of Reference, identify information needs, develop data collection methodology, collect and organize data, prepare pre-audit reports and presentations, and consolidate the final project report.

Work Experience

Minimum 10 years of experience in compliance and performance auditing, preferably in civil aviation. Experience with IIA standards and best practices. Proven experience in preparing or conducting audits, preferably of ANSPs. Experience in developing methodological frameworks or evaluation tools. Experience in designing data collection and structuring tools. Experience in completing a similar project in the last five years.
