Organizational Context
The Business Support Section (BSS) manages the Capacity Development and Implementation (CDI) Bureau's planning and operations, including the Technical Cooperation Programme (TCP). The Programme Budget Unit (PBU) within BSS is responsible for financial and budgetary control of all technical cooperation activities, managing funds, developing budgetary systems, and preparing budget-related reports.
Job Purpose
To support the Programme Budget Unit in managing and controlling the financial and budgetary aspects of technical cooperation activities. This role ensures accurate budget preparation, expenditure monitoring, and financial reporting in compliance with ICAO regulations.
Responsibilities
Prepares and revises project budgets (Trust Fund, MSA, CAPS). Calculates staff entitlements and administrative costs. Verifies past expenditures and revises cost estimates. Monitors project execution and expenditure control. Prepares and reviews accounting and budgetary reports. Certifies funds for project expenditures. Establishes and manages project commitments in Agresso. Assists in preparing and reporting on the Administrative and Operational Services Cost (AOSC) Fund. Serves as a Super User for the financial module of the ICAO ERP system, providing training and support.
Work Experience
A minimum of six years of experience in budgeting and accounting operations, including budget preparation, expenditure control, and data analysis, is essential. Experience with ERP systems and common desktop applications like Microsoft Excel is required. Desirable experience includes working within UN or multinational organizations, familiarity with ICAO procedures, Agresso software, data analysis for financial reports, and IPSAS.

Specific skills include knowledge of financial rules and regulations, data extraction and analysis, problem-solving, clear and concise writing, ability to work under pressure, and proficiency in ERP systems and Microsoft Excel.
