Human Capital and Talent Management Analyst
Organizational Context
The International Civil Aviation Organization (ICAO), a specialized agency of the United Nations, is undergoing a structural transformation of its Capacity Development and Implementation (CDI) Bureau through the Fit-for-Purpose Organization (FFPO) Project. This project aims to modernize the operating model, consolidate core pillars, and align the workforce with strategic objectives. The Human Capital and Talent Management Analyst will provide HR support to this project.
Job Purpose
To provide analytical, operational, and advisory human resources support for the ICAO's Fit-for-Purpose Organization (FFPO) Project. The role focuses on ensuring the CDI Bureau has the necessary talent architecture, competencies, and development systems to support its mandate during and after the transformation.
Responsibilities
The role involves supporting six key areas: talent acquisition and workforce planning, learning and capacity development, performance management, HR data and analytics, organizational design and job architecture, and project/change management. Key deliverables include updated job descriptions, revised HR guidelines, an analytics dashboard, targeted learning programs, performance management cycle completion, and documented HR processes.
Work Experience
A minimum of two years of professional experience in human resources management is required, with demonstrated experience in at least three of the following: talent acquisition, learning and development, performance management, HR data analysis, organizational design, or job classification. Experience within the UN system, supporting organizational transformation, or revising HR policies is desirable.
Skills
Proficiency in HR management systems, digital tools, and workforce analytics platforms is expected. Specific tools include HRIS (SAP HR, Oracle HCM), ATS (ICAO Inspira), HR Analytics & Reporting (Power BI, Tableau), LMS, Performance & Talent Management systems, Workforce Planning Tools, and Productivity & Collaboration Platforms (Microsoft Office Suite).
