Organizational Context
Under the Director of the Capacity Development and Implementation (CDI) Bureau, the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, and closing of Implementation Support projects. The project aims to remove the use of fluorinated firefighting foams at selected airports, which contain PFAS chemicals. ICAO will execute the project Fortifying Infrastructure for Responsible Extinguishments (FIRE; GEF ID 11110), implemented by UNEP with funds from GEF, in five African countries.
Job Purpose
The Economist will lead the development of cost-benefit analyses for the Fortifying Infrastructure for Responsible Extinguishments project within beneficiary states in Africa. This role is crucial for assessing the financial implications of transitioning to fluorine-free firefighting foams at airports.
Responsibilities
Develop a standardized Cost-Benefit Analysis (CBA) template for transitioning to fluorine-free foam at African aerodromes. Conduct market analysis, environmental economic analysis, and prepare comprehensive CBA reports. Develop specific CBAs for airports in Kenya, Egypt, South Africa, Nigeria, and Ethiopia. Consult with airport staff, stakeholders, and foam suppliers to ensure accuracy of data and assumptions. Develop a practical guide and tool for airports to adopt fluorine-free alternatives based on the CBA report.
Work Experience
Over 10 years of experience conducting cost-benefit analyses. Experience working in Low and Middle-Income Countries (LMIC) context. Familiarity with airport firefighting operations. Experience working in GEF projects is desirable.
