Organizational Context

The Air Transport Bureau (ATB) is responsible for ICAO’s Strategic Goals related to Security and Facilitation, Economic Development of Air Transport, and Environmental Protection. The Facilitation (FAL) Section within the Aviation Security and Facilitation (ASF) unit develops and updates Standards and Recommended Practices (SARPs) for international air transport facilitation, supports Member States' implementation, manages the Facilitation Panel (FALP), and oversees the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, including Machine Readable Travel Documents (MRTDs) and the Public Key Directory (PKD). The Section provides Secretariat support to ICAO bodies and fosters cooperation with other organizations.

Job Purpose

To lead the Facilitation Section in developing and updating SARPs for international air transport facilitation, supporting Member States' implementation, and managing related programmes and panels. The role involves providing expert guidance, supervising staff, and ensuring the quality of services delivered.

Responsibilities

Develop and update SARPs for Annex 9 — Facilitation; support Member States in implementing SARPs; manage the work programme of the Facilitation Panel (FALP) and its working groups; oversee activities related to the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, including Document 9303 and the Public Key Directory (PKD); provide Secretariat support to ICAO bodies; foster cooperation with other UN agencies and international industry organizations; supervise and provide technical guidance to Section staff; and manage the Section's performance and deliverables.
