Organizational Context
The Air Transport Bureau (ATB) carries out activities under the Organization’s Strategic Goals: Security and Facilitation, Economic Development of Air Transport, and Environmental Protection. The Economic Regulatory Framework (ERF) Section is responsible for establishing policies and guidance on economic regulation, infrastructure management and economics of aviation activities, including taxation and user charges; developing policies and guidance to facilitate access to funding for aviation infrastructure and financing of air transport operations; harmonizing air transport policy framework; and monitoring regulatory and industry developments in international air transport. The Section manages and oversees the work programme of several panels and policy-making conferences.
Job Purpose
To lead the Economic Regulatory Framework Section, ensuring the delivery of results related to ICAO's Strategic Objective of Economic Development of Air Transport. The role involves establishing policies, providing guidance, and overseeing work programmes related to aviation economics and regulation.
Responsibilities
Establish policies and guidance on economic regulation, infrastructure management, and aviation economics. Develop policies for funding aviation infrastructure and financing air transport operations. Harmonize air transport policy frameworks and monitor industry developments. Manage and oversee the work programmes of relevant panels and conferences. Supervise staff within the Section, including technical supervision, coaching, training, and performance evaluation.
