Organizational Context

The post is located in the Human Resources Branch of the International Civil Aviation Organization (ICAO). The incumbent reports to the Deputy Director, Human Resources and works independently according to established priorities and approved work plans.

Job Purpose

To serve as the lead expert on HR policy issues, reviewing and developing policies, ensuring compliance, and providing authoritative advice and interpretation on HR policies and procedures. The role also involves risk-based analysis and advising management on policy implications.

Responsibilities

Review existing HR policies, identify gaps, propose changes, and develop new policies. Monitor policy compliance and provide guidance and interpretation. Offer specialist HR policy advice on complex cases and advise management on risks associated with HR policies and contractual modalities.
