Organizational Context
The Department of Nuclear Safety and Security (NS) leads the IAEA's nuclear safety and security program, protecting people and the environment from radiation and supporting Member States. The Incident and Emergency Centre (IEC) within NS is the IAEA's central point for preparedness and response to nuclear and radiological incidents and emergencies, enhancing global preparedness.
Job Purpose
This consultancy aims to enhance and expand the IEC's eLearning capabilities in Emergency Preparedness and Response (EPR). The consultant will develop and optimize new and existing eLearning modules, aligning them with IAEA Safety Standards like GSR Part 7. Responsibilities include planning, coordinating, and implementing development, incorporating innovative instructional methodologies and VR technologies. The goal is to ensure these materials effectively build user knowledge and skills, meeting the needs of the IEC, users, and stakeholders while supporting the strategic objectives of the NS-IEC.
Responsibilities
The consultant will be responsible for the technical development of eLearning materials based on IAEA Safety Standards and EPR documents. This includes refining existing materials and creating new ones that provide a technical foundation for IEC trainings. Key tasks involve planning and developing eLearning modules with a clear, structured approach, tracking progress, documenting outcomes, and maintaining technical records. A plan for expanding eLearning availability to Member States on EPR will also be developed. Additionally, the consultant will promote the eLearning program through promotional materials and communications, and engage with internal and external stakeholders to address their needs and foster collaboration.
Work Experience
A minimum of five years of professional experience is required in the design and application of eLearning, simulation-based learning, and scenario-driven training. Proven project management experience is essential. Experience in Emergency Preparedness and Response, crisis management, or technical/scientific education is considered a distinct advantage.
Skills
Proficiency in developing eLearning materials, experience with innovative instructional methodologies and VR technologies, project management, and stakeholder engagement. Good oral and written command of English is required. Knowledge of other official IAEA languages is an asset.
