Consultant - Technical Support for Nuclear Security of Nuclear Material and Associated Facilities
Organizational Context
The Department of Nuclear Safety and Security (NS) at the IAEA is responsible for implementing the Agency's nuclear safety and security programme. Within this, the Division of Nuclear Security (NSNS) coordinates efforts to protect against nuclear terrorism. The Nuclear Security of Materials and Facilities Section (MAFA) specifically assists Member States in establishing and sustaining security systems for nuclear material and associated facilities, developing guidance, and supporting legislative frameworks.
Job Purpose
This consultancy provides technical expertise for physical protection upgrade projects requested by Member States, with a focus on reactor facilities. The role involves supporting the development and finalization of nuclear security publications, enhancing capacity building initiatives, and facilitating information exchange on nuclear security systems for facilities. Key responsibilities include drafting and editing training materials, and planning and executing consultancy meetings, workshops, and technical courses. The aim is to strengthen Member States' capabilities in nuclear security, ensuring alignment with international standards and conventions.
Responsibilities
The consultant will serve as a technical specialist for reactor physical protection upgrade projects and other similar initiatives requested by Member States. This includes developing technical specifications, work plans, and reports to support the design, delivery, and evaluation of physical protection systems at nuclear facilities. The role also involves acting as a technical expert for procuring and supplying physical protection laboratory equipment. Furthermore, the consultant will contribute to capacity building through training, workshops, and seminars, and develop relevant training materials. Organizing and supporting IAEA consultancy and technical meetings on physical protection topics is also a key duty.
Work Experience
A minimum of five years of experience in safety, security, or nuclear engineering is required. Proven professional experience in nuclear security, including developing and appraising national frameworks and facility security systems, is necessary. Experience with international partners, particularly the IAEA, and in developing technical documents is also desirable.
Skills
Excellent oral and written English communication skills. Experience in developing and editing technical reports. Knowledge of nuclear security systems and frameworks. Experience in project management and capacity building activities.
