Organizational Context
The Department of Safeguards functions as the IAEA's global nuclear inspectorate, dedicated to preventing the spread of nuclear weapons. It develops and implements safeguards to ensure nuclear material is not diverted for peaceful purposes and that no undeclared nuclear activities exist. This role is situated within the SGOA-DPRK Team.
Job Purpose
The Safeguards Technology Expert (DPRK) is integral to the IAEA's nuclear verification mission, particularly concerning the DPRK. This role involves conducting comprehensive analyses using all available safeguards-relevant information to support enhanced readiness activities and potential future operations in the DPRK, as approved by the Board of Governors. The expert will also contribute significantly to the development and detailed planning of verification and monitoring activities, including the analysis of implementation options, ensuring robust and effective safeguards are in place.
Responsibilities
The role involves developing, reviewing, and updating safeguards procedures, working papers, and guidance for various DPRK deployment scenarios and facility types. This includes managing the process for handling State declarations. The expert will contribute to documenting prospective safeguards approaches and verification measures, ensuring they align with IAEA policy and established practices. Coordination with internal counterparts is essential to integrate the latest concepts, analytical requirements, and equipment options into procedures. Responsibilities also include contributing to tabletop exercises and training modules for procedure validation, providing technical input for equipment procurement and planning, and managing the inventory, calibration, and maintenance of specific equipment. Additionally, the role requires organizing and coordinating radiation protection requirements for challenging environments.
Work Experience
A minimum of seven years of experience is required in nuclear non-proliferation, nuclear-related research, or nuclear safeguards implementation. Experience in writing and editing analytical reports, contributing to training programs, and conducting engagement activities is also necessary.
Skills
Proficiency in communication, achieving results, judgement/decision making, resilience, and technical/scientific credibility. Expertise in the nuclear fuel cycle, proliferation pathways, and network analysis is essential. Ability to assess nuclear programs and proliferation activities based on safeguards-relevant information is required.
