Organizational Context
The Department of Safeguards functions as the IAEA's global nuclear inspectorate, dedicated to preventing the spread of nuclear weapons. Job Purpose
The Safeguards Coordination Associate acts as the primary liaison for communication, administrative support, and services concerning the IAEA/European Commission (EC) Liaison Committee's working groups. This role is pivotal in coordinating internal IAEA and bilateral processes for developing and revising Subsidiary Arrangements, Facility Attachments, and Installation Lists. It also facilitates partnership approach papers on safeguards strategies and cooperative inspection arrangements. Furthermore, the Associate is responsible for organizing regular bilateral meetings and maintaining an online repository of all relevant documents, including meeting minutes and working papers, ensuring efficient information flow and record-keeping.
Responsibilities
The role involves facilitating IAEA and EC reviews, responses, and issue reconciliation for safeguards cooperation agreements in EU States. This includes ensuring effective liaison with internal departments like the Director General’s Office and the Office of Legal Affairs, as well as with EC representatives. The Associate will support the organization of IAEA/EC meetings by managing invitations, travel, preparatory documents, and logistics. Key duties include taking and preparing meeting minutes, updating action lists, and compiling/processing classified data from import communications and advance notifications. The Associate will analyze this data for a transit matching database, disseminate classified information, and draft official correspondence. Additionally, responsibilities cover overseeing the review and approval of State Subsidiary Arrangements and Facility Attachments, maintaining radiation protection records, and providing general administrative support.
Work Experience
A minimum of six years of relevant working experience in an administrative support role is required. This experience should encompass organizing meetings, coordinating documentation, drafting correspondence and minutes, and working with databases. Proven knowledge of radiation safety administrative procedures and familiarity with EURATOM are advantageous.
Skills
Excellent oral and written command of English. Strong communication, analytical thinking, client orientation, and resilience skills. Proficiency in administrative support, including document management and MS Office applications. Familiarity with safeguards information sources and systems is desirable.
