Organizational Context
The Division of Budget and Finance manages the IAEA's financial resources, providing essential services for programme budgeting, treasury, payments, payroll, and financial accounting. The Treasury Unit specifically oversees the management of the IAEA's investments and ensures adequate cash availability in various currencies to meet all financial obligations, managing banking relationships and transactions.
Job Purpose
The Associate Treasury Officer supports the Treasurer by providing analysis and managing the day-to-day operations of the IAEA's cash holdings. This role is crucial for ensuring sufficient funds are available to meet financial obligations, including the investment of excess cash and maintaining adequate balances in current bank accounts. The position involves booking treasury transactions, such as investments and foreign exchange, and ensuring compliance with investment guidelines, limits, and credit ratings.
Responsibilities
The Associate Treasury Officer contributes to optimizing the IAEA's financial holdings by planning daily cash requirements and maintaining optimal liquidity. Key duties include monitoring daily cash positions and generating reports on exposure and compliance. The role involves booking treasury transactions, staying informed about financial markets, and monitoring credit ratings of investment issuers. Recommendations for improving treasury operations are expected, along with documenting procedures. The position also supports the Treasurer and Associate Treasurer in preparing information for the Investment Committee and auditors, and collaborates with IT teams on system enhancements and issue resolution.
Work Experience
Relevant experience in cash management, investments, foreign exchange, banking, finance, or accounting is desirable, particularly within an international organization, financial institution, or corporate environment. Experience at the international level is preferred.
Skills
Proficiency in Enterprise Resource Planning (ERP) systems, especially Oracle's Treasury module, electronic banking, and advanced Excel skills. Strong financial analysis capabilities for drafting reports. Good knowledge of investment and foreign exchange operations, including their recording. Familiarity with International Public Sector Accounting Standards (IPSAS) is beneficial. Excellent communication, analytical thinking, judgement, and decision-making skills are essential.
